Impact of the Sugar Regime Reform THE CAP REFORMS: 2005-2007 SOURAV ROY THE SUGAR REGIME REFORM (2005-06) The European Union (EU) forms one of the largest sugar producers in the world. This position was formed through the application of protectionist policies ranging from production and prices to exports and imports that is applicable throughout the EU. The policy that is prevalent in Europe with regard to sugar regulation is commonly known as the CMO (Common Market Organisation). Since its inception in 1968 the CMO had hardly undergone any reform. Taking into account all the reforms that the EU’s Common Agricultural programme (CAP) had gone through the 1992 MacSharry Reform, Agenda 2000, and the 2003 CAP reform- the sugar market of Europe had escaped through all the reform periods. But the 2003 reforms gave rise to certain factors which led to the need for reforming their sugar market. First the Everything-But-arms (EBA) initiative that led the EU to withdraw tariff from 48 developing countries which means that there availability of more quantity of sugar. Secondly, the sugar re gime of EU does not comply with the EU’s WTO export rules which in turn imply that EU cannot export out-of –quota sugar. Thirdly, there was addition of 10 more countries in the EU which led to the increase in the imbalance of demand and supply of sugar. The main purpose of the CMO is to ensure uninterrupted sugar production within the countries of the EU where sugar production is feasible. This is made possible through the National Production Quota given to the producers of sugar within the EU. There also exists an intervention price – a minimum amount that is guaranteed to the producers of sugar so that they have the incentive for continuous sugar production. The EU under takes several mechanisms in order to protect the domestic sugar industry. Firstly, EU imposes high restrictive quotas on import of sugar substitutes. Secondly, high amount of subsidies are given to dispose off the excess amount of supply and maintain high domestic prices. The 2005 sugar reform under the CAP of EU aims at (1) lowering the production of sugar at places where the cost of inputs are higher or where the rate of yield is low (2) to bring the export subsidies in line with rules laid down by the WTO (3) to reduce the import of sugar from the EBA countries into the EU (4) to reduce the price gap between sugar and other substitutes of sugar. The main elements of the new sugar regime reform 2006 are as follows: Over a four year period beginning in 2006/07 the intervention price for sugar is reduced from 631.9 Euros to 404.4 Euros per ton, that amounts to a cut of about 36% In order to compensate for the price cut, the farmers were entitled to receive a compensation amounting to 64.2% of the price cuts. Farmers in those countries giving up at least 50% of the quota on sugar are provisioned to receive a coupled payment (coupled with production) of 30 percent of the income loss along with all possible national aids. Unlike the previous reform, in this reform the A and B quota are coupled together into a single quota amounting to 17.4 million tons of sugar. In order to encourage the system of quota, a voluntary restructuring scheme is introduced for a maximum period of 4 years. The scheme involves buying out quota from th producers of sugar and encouraging factory closures. With regard to the management of the supply side, it consists of both the old and the new system mechanisms. An important feature is the replacement of the intervention system with a reference price. The supply management mostly depends on the private storage system when market prices fall below the reference price. The border protection measures did not undergo a change except for cutting down on the quotas and the tariffs in order to bring them at par with the WTO commitments. Non preferential import duties including the special safeguards were not affected by the new regime. An examination of the market reveals some effects of the current sugar regime reform. Although the existing reform has been replaced by a new reform, there still exist some price support policies which have the potential to limit the extent to which the goals of the reform policy can be achieved. Moreover, high import barriers will continue to shield the domestic sugar industry. The inability of quota holders to trade quotas across member states may restrict the degree of industry adjustment toward greater cost efficiency. The application of the new sugar reform regime is going to alter the sugar market for the EU. According to the estimates given by the EU commission, a cut in the export of sugar due to the due to the rules set out by the WTO there is going to be a reduction in the production of sugar amounting to be around 2 million. High cost regions like Ireland, Greece, Italty and Portugal would face a lot of trouble while the low cost regions would be in a advantageous position to increase production. With regard to trade, shipments of sugar were expected to increase to the EU from the EBA countries after 2009 but there exists certain uncertainty regarding this. Under the SWAPS provision, the EBA countries could import sugar at world price and then export locally produced sugar within the EU. Even with the lower intervention prices, very few people within the EU believe that EBA countries will be able to export raw sugar at a reasonably low price. Under the reform, only the ACP countries within the LDC group (i.e., Malawi, Zambia, and Zimbabwe) have the potential to offset losses in their current quota exports to the EU by increasing their export volumes under the EBA Initiative. THE 2007 REFORM In order to have an environment-friendly development the various sections of CAP are monitored. On the November 2007 the commission declared that there will be a â€Å"Health Check up† on the various reforms of CAP. It gives the direction that the CAP should undertake to continue the reform process that started in 2003 with the introduction of SPS (Special Payment Scheme). It mainly focuses on three measures: Simplifying the SPS scheme. Market measures New environmental challenges. Simplifying the Single Payment Scheme According to the CAP Health Check, the Single Payment Scheme should be developed in the following ways: standardising the application of the system in order to limit cases where aid is still granted under a coupled support system; continued adaptation of the principle of cross-compliance, which promotes sustainableagriculture whilst taking account of societys new requirements; Reviewing the allocation of aid: limiting the higher level of payments and increasing the minimum area threshold required for small amounts. Market developments In order to encourage effectivecompetitionon agricultural markets, the Commission intends to review some CAP management instruments which no longer meet market requirements, in particular measures concerning cereals and dairy products. Emily Dickinson was born on December 10, 1830 in Amherst Massachusetts. She had a younger sister named Lavina and an older brother named Austin. Her mother Emily Norcross Dickinson, was largely dependent on her family and was seen by Emily as a poor mother. Her father was lawyer, Congressman, and the Treasurer for Amherst College. Unlike her mother, Emily loved and admired her father. Since the family was not emotional, they lived a quiet secure life. They rarely shared their problems with one another so Emily had plenty of privacy for writing. During her childhood, Emily and her family attended The First Congregational Church on a regular basis. Emily did not like going to church because she didn't think of herself as being very religious. She refused to believe that Heaven was a better place than Earth and eventually rebelled from the church. Emily saw herself as a woman who had her own way of thinking, a way of thinking shaped neither by the church or society. By the time she was twelve, her family moved to a house on Pleasant Street where they lived from 1840 to 1855. Emily was already writing letters, but composed most of her poetry in this home. Emily only left home to attend Mount Holyoke Female Seminary for two semesters. Though her stay there was brief, she impressed her teachers with her courage and directness. They felt her writing was sensational. At the age of twenty-one, Emily and her family moved to the Dickinson Homestead on Main Street. This move proved to be very difficult for Emily. This was difficult for Emily because she became very attached to her old house, which shaped her writing and personality for fifteen years. They now lived next door to her brother Austin and his wife Susan and their daughter Martha. Emily and Susan became so close that many people believe they may have been lovers. A rumor perpetuated by the fact that Emily was known to have written many love letters and poems to Susan. Martha attempted to protect both of their images and suppress the rumors. It became common knowledge that Emily had some type of very strong feelings for Susan. At the age of thirty-one Emily sent some of her poems to a publisher, Thomas Higginson, from whom she got a very good response and a strong friendship developed. He acted as her mentor but she never seemed to have taken any of his advice. It became evident that she didn't like the idea of having her works published, she made 40 packets of about twenty poems apiece from 814 poems. She placed these in a box along with 333 other poems. Emily died on May 5, 1886 at the age of 56.

History of Napkin Napkins have been in used from the times of ancient Roman Empire and prior to them, in ancient Greece. References to word napkin  dates back to 1384 AD. Spartans from ancient Greece (around 4th century BC)are known to have used bread slices made from a lump of dough as napkins to wipe their hands and it is possible that they ate these bread napkins after use. The ancient Romans (first to 5th century AD) are known to have used cloth napkins (called Mappa) to protect from food spill and wipe mouth. Napkins returned to adorn the dining table many centuries later and the classic painting  Last Supper  from 1464-1467 AD by Dieric Bouts depicts the use of Napkins on the dinner table. By 16th century, napkins were part of rich dining experience and came in many sizes, known by various names like diaper, se rviette, touaille (for towel) depending on the size and intended use. 17th century saw the use of big sized napkins measuring 35inches by 45 inches to help accommodate the needs of eating with bare hands instead of spoon/forks.The size reduced when forks and spoons were accepted as part of regular dining experience in major parts of Europe in the 18th century including Great Britain. The 17th century also saw French come up with elaborate rules for nobility class which included instructions on napkin usage, a predecessor to modern day napkin etiquette, including the one which instructs the guests to not use the napkin for wiping the face or clean teeth or worse, rub nose. Asians – Japanese, Thai, Chinese and Indians have not been using napkins during the meal.While Indians are known to use bare hands for meal and rely on water to wash their hands before and after each meal, Chinese and Japanese use those magical chopsticks which seem to pick up everything they eat, keeping th eir hands clean and stain free. Types of Napkins Napkins are made of paper or cloth that is made of cotton or linen. Clothes are quite popular in formal dining while fast foods and certain restaurants too tend to serve paper napkins. Big occasions like weddings often go for paper napkins since sheer number of guests attending the wedding makes cloth napkins less practical.In general, cloth napkins are usually the choice for those who care for ambience and the environment. Mistakes are Steps to Success

Many people think that mistakes just make their life miserable. But, ironically, that is not true. I always thought that making a mistake will make me regret that mistake for the rest of my life. But luckily I fell into the learning side of mistakes. Mistakes are like missions in a game, you may not die or you may die. If you die, you may learn from the mistakes that made you die in the first place. So the next time the same mission comes again you may not die because you have already learned from it. I believe that if you make a mistake, be optimistic and learn from the mistake.It makes you learn something about a situation and actually move on positively with it. When you make a mistake, it opens an automatic door to get to know yourself better. People can often learn more from a mistake than success. Some people may do the same mistake 2 or 3 times and then learn, that totally depends upon how seriously the mistake is. For example if you play with a needle, you might not get hurt the first time, but if you do it wrong the needle might poke a hole in your skin. Next time you do it you might think, NEEDLE=BAD.Sometimes we don’t realize we’re doing something bad until we get hurt and that’s usually how we learn. Everyone has made a mistake in their lives. At least just one, I mean if someone has never made a mistake, well that obviously means he/she doesn’t know anything. Why? Because mistakes are mostly the things that teach us in life. If we were perfect, nothing would make us happy, curious or even sad. I guess that’s a good thing, but that’s not true. I feel that mistakes give us more strength and make us stronger to deal with life.From my previous mistakes, I learned to never let anyone hurt me and crush my feelings, I learned to not show my emotions so much in future relationships, I learned about the kind of person I want in the future and the kind of person I don't want, I learned not to be so needy and to depen d on myself and my family for my happiness. Another false step that really taught me something was to lie to my parents. When we turn teenagers we change our path and do far worse mistakes than we do as kids.Something like that happened to me, I started to lie more and more until my parents would find out everything I lied about; I got phone and my PS3 taken away for a long time and that taught me to be truthful and honest to both of my parents so I won’t be able to suffer and have nothing in my life to entertain myself with. Some mistakes can be learned from, but few cannot. For example, if you’re teacher wants you to study on the computer and you start playing games, you might not get the second chance.Instead you probably will get a detention. I know that it is pretty hard to accept mistakes made by us but it’s easy if we can see our mistakes from a different angle. We usually think the negative thoughts about our mistakes, but we need to understand and accep t that the mistakes we do will bring big changes and make our lives distinct in some sort of way, depending on the mistake. I now realize why mistakes are also helpful and not only hurtful.

The writer should keep mindful to always contextualize a source, explaining why it is important and how it confirms the point being made. For example, if they are arguing Edgar Allen Poe’s use of an unreliable narrator in his â€Å"The Tell-Tale Heart,† the writer will probably want to illustrate how the narrator was mentally ill. Not Using Linking and Transitional Words and Phrases An academic paper is deemed ineffective if it fails to communicate a message. When it comes to communication, keywords and phrases are used in an essay to indicate a change in the flow of the text; also, they are used to bridge certain thoughts and sentences and examples. Whenever the focus of an essay transitions from one evidencing point of an argument, or thought, to another, and a second, new point is being an examined, the reader needs to be informed right before as it happens. It is essential to produce an essay that is written in simple language and that conveys an intricate thought or span of thoughts. Think succinct, direct language like Hemingway, not flowery, literary prose with Fitzgerald. Whenever the writer scribbles with conviction, thereby choosing to discuss a passionate subject at length, they will, almost innately, make a good case for something. 9. Not Including a Title A good title, which the reader will come across first before reading an essay, is a must-have element to any writing assignment. Not only does a title help the reader to avoid a low grade on the assignment –  because it really is a requirement to most if not all writing assignments  Ã¢â‚¬â€œ a title is another way of enticing the reader to consider something, a sort of appetizer to the entrà ©e. Also, since the reader first glances at the title before they read the essay itself entirely, it serves the very important function of letting the reader know what is to follow. Again, the better a reader has kept abreast of the argument being made, the more likely they are to be convinced of that argument. 10. Not Rereading the Essay for Flow and to Find Mistakes Long before a student even considers handing in their writing assignment for evaluation, they should reread their completed essay several times. This habit risks their life and makes them prone to dreadful diseases. So if you are keen to kill yourself, then it’s your own choice, but, your freedom ends when other people’s freedom begins. Smoking is a very dangerous activity done by most of the people around the world which causes several health, environmental, and social problems. As a result, the WHO decided to pass a law to prohibit smoking in public places to protect people and the environment from the dangers of smoking. Heavy smokers are likely to health problems which the y can’t figure it out until it reaches a late stage. Researches made by scientists proofed that tobacco is one of the most addictive substances on earth. Every cigarette a smoker smokes supplies the body with great amounts of carcinogen and hazardous chemical substances. â€Å"A heavy smoker, who usually consume from 1 to 2 packs of cigarettes per day inhales 150,000 dose of poisonous smoke yearly.† [1]These Toxic compounds are formed when tobacco reacts with fire. Therefore Nicotine and the other dangerous chemicals formed while smoking are the most harmful things in cigarettes which causes severe health problems. Another Dangerous health problem caused by smoking is Lung Cancer. This is because cigarettes contain over 80 different cancer-causing substances. Scientists showed that these substances could damage the body’s DNA and change their characteristics. This process leads the cells to grow and multiply out of control causing blockage in vital areas in the lung. A smoker could avoid all of these problems and live at ease just by giving up smoking. The pollution caused by cigarettes does not stop in our bodies or the air; it also affects the land we live on and the water that we drink. Millions of cigarette butts are thrown onto the ground every day. They finally end up in the rivers and lakes where fish and animals -by mistake- eat them and quite often die from it. The rest are left on the ground to decompose which will take an average of 25 years while all of the chemicals and additives leach into the ground and pollute the soil and the plants. If you are going to smoke please consider this information before your throw your cigarette butts on the ground. It looks unattractive, it is a major fire hazard in dry weather, and it is extremely harmful to the environment. Another impacting aspect of cigarettes is in producing them. The land used for growing the tobacco all over the world could be used for planting trees or food for starvin g children in the 3rd world’s countries. Tobacco plants are often sprayed with great amounts of harmful pesticides and chemicals as tobacco is very fragile plant and likely to pick up disease. A lot of trees are also used in producing and packing cigarettes. They use 4 miles of paper an hour just for rolling and packaging cigarettes. Every 100 cigaratte produced waste in the other hand a tree. The trees used in the cigarettes could be filtering out the pollutants found in the air instead of being chopped down for manufacturing a new cigarette.
